Customer Assistance Program (CAP)

Low-Income Water Rate Discount

The Customer Assistance Program (CAP) provides a discount on water bills for qualifying low-income households. If you already qualify for a discount under the CARE program for your electric or gas bills, you may also qualify for CAP.

How to Apply:

  1. Complete the CAP application form.

  2. Submit the form by hand-delivering, mailing, or emailing a scanned copy to the water company.

  3. The company will review and verify your application.

Once approved, your discount will apply to your next bill. If your application is denied, you will receive a letter explaining the reason. For assistance with the application or more information, visit or call your Customer Service Office.
